Conceptual principles for improving the efficiency of macroeconomic regulation of negative external effects of industrial production have been developed, which involve changing the principle of redistribution of environmental tax and reducing transaction costs associated with the process of internalization. It is proved that the high transaction costs of horizontal internalization of external effects are due to the costs of the negotiation process between the parties and the situational need to involve state organizations as mediators, and the vertical costs of administration and communication between the parties. It was found that the existing procedure for the redistribution of the environmental tax does not take into account the interests of the most vulnerable recipients of negative external effects, as it assumes an even distribution of benefits created post facto by environmental protection measures. It is proved that together with procedural rules, the effectiveness of internalization of negative external effects is influenced by the level of institutional convergence/divergence in the state, which determines the actual implementation of these rules. Recommendations have been developed to reduce the transaction costs of internalization by digitalizing communication channels between the parties. Digitalization of communication channels on a larger scale will contribute to increasing the level of institutional convergence in the state. A combined approach to the redistribution of the environmental tax is proposed, which involves the financing of environmental protection measures and parallel subsidization of the most vulnerable groups of recipients of negative external effects.
