A comprehensive study of the theoretical and methodological foundations of the system of influences in public administration, their typology, models, systematisation was carried out and a new solution to the scientific problem was proposed - theoretical and methodological substantiation of the conceptual foundations of the system of influences in public administration, which is based on the theoretical model of influences in public administration, has a methodological foundation based on the applied model of influences in public administration and provides for practical implementation. The new content of the category of “influence” is substantiated. The category of “system of influences in public administration” is introduced into the science of public administration. The conceptual foundations for building models of the influence system are proposed with an emphasis on the formation of a collective subject of influence. It is proved that the methodological foundations of organising joint activities and cross-sectoral interaction using the methodology of a collective subject of influence should be focused on the formation of a long-term partnership. The boundaries of public administration theory are expanded in the context of the classification of influences in public administration, systematisation of types of influences, classification of influences according to the sphere of public administration, systematisation of system definition, orientation of the system of influences in public administration, classification of models based on application. The author defines conceptual approaches of the modern model of collective influence, which is used to solve complex social problems, create stronger communities, powerful organisational and institutional relationships, and achieve lasting change through coordinated and concerted action. The author systemises the concepts of public administration influences and allocates the types of influences in public administration (public administration, economic, legal, managerial, administrative, social, psychological, communicative, informational, political influences). The author presents a classification of regulatory legal acts of Ukraine relating to various types of influence. The methodology of public administration in the aspect of the paradigm of influences in public administration is proposed, which will allow: to form a common structure of cooperation of all sectors of society to solve complex social problems; to develop the main directions and potential for designing and implementing systemic changes; to involve communities in the formation of a proactive position; to develop systems of legal measures for influences; to identify ways and methods of designing and planning community development in the context of collective influence; to build an effective system of overcoming the problems of social influence. The author proposes a new paradigm of influences in public administration, which became the basis for the development of a theoretical model of influences in public administration, consisting of two blocks of influences: the first block is the theory of influences, the second block is the theory of public administration, where fundamental and derived theories and types of influences represent each of these blocks. The combination of the two blocks of the theoretical model of the system of influences in public administration is the basis for the development of an applied model of the system of influences in public administration. A separate block in the theoretical model of the system of influences in public administration is allocated, which represents the block of economic influences defined within the framework of economic theory. An applied model of influences in public administration has been developed, which includes legal regulation, distribution of internal and external influences by levels of public administration, and informal influences. Ways of practical implementation of the theoretical and applied model of the system of influences in public administration are proposed, in particular: the main directions of the State doctrine of influences in public administration and management; methodology for analysing influences in the preparation of regulations and development programmes at all levels of public administration and management; a unique educational programme for training specialists in the development of the public sphere, where the primary focus should be on the issues of the system of influences in public administration. The author's own system of influences in public administration is presented, which is based on the theoretical model of the system of influences in public administration, which is representative of the applied model of the system of influences in public administration and takes into account the proposed ways of practical implementation of these two models.
