The presented dissertation is a completed research work. The current scientific problem regarding the theoretical and methodological justification of the formation of a model of communicative activity in public administration in the field of health care is solved taking into account conceptual views in Ukrainian and foreign science and based on the experience of the countries of the world.
Scientific studies on communications and communicative activity in public administration in the field of health care, conducted by Ukrainian and foreign scientists, widely highlight the problems of using the definitions "public administration", "communications", "communicative activity", as well as the role of communicative activity in the functioning of subjects of public administration and separate forms of communications, such as health care informatization, electronic health care, telemedicine. Such studies demonstrate the expediency of using communications in the field of public health for public education, training of specialists in the field of public health on communication issues, activities of public health care departments of state authorities. Classical theories and models of communications, which are used in foreign science, are the basis for the development of theoretical and applied foundations for the construction of information systems using information and digital technologies in public management and administration, and their implementation both in the processes of communications with the public, patients, doctors, etc., and in remote communications in the field of health care, and in the development of strategies for communication activities in the field of health care and its evaluation, including, to ensure a response to the challenges of the COVID-19 pandemic, and to build communication models in public health administration with an emphasis on effective public health communication strategies. Communications in the field of health care in Ukrainian science are studied to clarify the content and meaning of communications and communicative activities in public administration, determining the ways of using communications in the field of health care, as well as for the analysis of organizational and functional models of information movement in the process of communications in health care systems.
Comprehensive studies of the theoretical and methodological foundations of communicative activity in the public administration of health care and the formation of a model of communicative activity in the sphere of health care of Ukraine on this basis are absent both in foreign and in Ukrainian science, despite a wide range of research. The model of communicative activity is considered in this dissertation study as a separate activity that requires special organization and implementation, especially under the conditions of modernization, reform, systematization of the health care industry, as well as pandemics.
