The dissertation research solves an important scientific task, which is to develop an author's approach to substantiate the theoretical and methodological foundations of reforming the public administration system as a tool for optimizing public administration, according to which the following conclusions and recommendations are formulated.
Identified public services as one of the elements of public administration, which is a structural and functional reflection of the system of powers of executive authorities, as a structural component of the public services system, it is implemented in the field of public relations and is an activity of executive authorities. expected effect in the form of a concrete result on the basis of which it is established that the state by expanding its service space does not change its traditional power relations, but acquires new features, resulting in its activities become more transparent and accessible to citizens, which clearly illustrates the service orientation of the modern state as a strategic attribute of the effectiveness of its activities in the interests and for the interests of society.
The methodology of substantiation of the notion of public service as a structural component of the public service system is improved. ensuring the sustainability and effectiveness of its operation. An approach to understanding the essence of the concept of public service system, which is based on a set of interconnected elements, the relationship between which is regulated by public law, the subjects of which are executive authorities, local governments, state and municipal institutions that perform the function of satisfying the public interests and rights of individuals or legal entities.
Measures to reform the public service system as a tool for implementing public administration in Ukraine are identified, based on which the development and adoption of a special law on public services, defining the mechanism of public services and regulating the procedure of public services, development and consolidation of standards quality of public services.
The classification of public services is offered, namely: from the point of view of legal significance of public services; from the standpoint of importance for certain categories of citizens; by areas of their implementation; at the initiative of individuals and legal entities; services provided in accordance with established legislation, etc.
