Existing approaches today are not able to adequately address the processes of change and the challenges that arise. In this situation, the search for new approaches to the system of public services is in the focus of public administration science and determine the relevance of the chosen topic of dissertation research. The essence of the complex of services of client-centered public administration as a single system that combines different areas of public services, on the principles of accessibility, subsidiarity, comprehensive services, which creates a basis for overcoming the imbalance of individual areas of public services, when each of them develops own priorities, a significant improvement in the quality of public services, as well as the formation of a new culture of provision and consumption of public services and constructive cooperation of various stakeholders involved in the processes of their provision. The need to implement the principle of subsidiarity in the system of public services through the involvement of public associations as intermediaries between the subject of service and the subject of outsourcing, which will provide a new level of service quality based on the use of potential and unique properties of these associations and their capacity to attract additional financial and human resources in the absence of excessive administrative constraints. Theoretical approaches to the disclosure of the essence of the concept of "public service" through the definition of its main features: the subject of provision is a public authority, is a process and / or result of the exercise of power, focus on integrated needs, the right to receive is determined / should be determined by law.
