Essay

The dissertation is devoted to the application of the instrumental method of navigation on the Dnieper river by developing new methods that allow to automate the performance of navigation tasks in the electronic-cartographic system. The most important problem of modern efficient operation of waterborne transport is the safety of navigation. In most cases, probability of safe navigation does not exceed the required level. According to obtained data on the dynamics of waterborne transport accident rate in recent years, it can be argued that the accident rate remains at the same level, and the largest percentage falls on accidents in limited maneuvering space (rivers, port areas, coastal navigation). An effective mechanism for the operation of water transport vehicles in modern conditions of intellectualization of the decision-making system is the transition to instrumental navigation method (river e-navigation) instead of current pilot method, and further increase of the safety of water transport on inland waterways. Of particular note are the most important applied results of the proposed method, such as the possibility of automated display of individual navigable lane for the vessel depending on the selected draft and the actual water level, and in the future, abandonment of coastal and floating navigation equipment.In addition, it should be noted that implementation of instrumental navigation method will allow to quickly close navigation on the fairway, and carry out escort of only selected vessels during the special period. Implementation of instrumental navigation method is considered as a system object, taking into account its system nature, that is not as a whole, but as a complex of interrelated components and their properties. According to literature data, it shall be noted that the publications associated with the problem instrumental navigation method with the help of Inland ECDIS are very limited, and some aspects are explored not completely, superficially and casually. According to literature data analysis, it was found that the central direction of the solution of this problem is the improvement and development of efficient methods of operation of waterborne transport with the help of additional methods of implementation of computational intelligence, the choice of a safe way in compliance with the requirements of safety of maneuvering vessel's movement, and environmental protection.
