Kobzar A. Criminological characteristics and criminological prevention by the National Police of Ukraine of sowing or cultivation of hypnotic poppy or hemp

The first section devoted the individual components of the criminological characteristics of illicit sowing or cultivation of hypnotic poppy or hemp were investigated, namely: level, geography, character, structure, dynamics, as well as the level of latency of the crime. It is revealed that for the period 2013–2019 there is fluctuation in the number of reported crimes under Article.310 of the Criminal Code of Ukraine either in the direction of growth or in the direction of decrease, but these fluctuations are in the range of 1500–2000 facts. Among the identified drug offenses the sowing or cultivation of hypnotic poppy or hemp occupies the unchanged third place after the crimes envisaged by Article 309 and Article 307 of the Criminal Code of Ukraine, and its share among the drug offenses also does not undergo significant fluctuations. The crime in question continues to belong to the group of crimes characterized by a high level of latency of 80–90%, while the actual number of cases of illicit sowing or cultivation of sleeping pills or cannabis can reach 15000–20000 facts per year. It has been confirmed that today the type of crime under the crime of crime should be considered as crimes characterized by committing in rural areas. At the time of committing this crime is characterized by the fact that it is committed mainly in the spring-summer period (April to July).
