The dissertation is devoted to improvement of normative maintenance of functioning of gas networks of low and average pressure according to provisions of low-carbon development and requirements of the Third energy package of the EU which are directed and increase of reliability of functioning of gas networks and their safety, including through the improvement of existing regulatory requirements and the development of new methods aimed at reducing methane leaks with a corresponding reduction in carbon dioxide emissions. The analysis of preconditions and tendencies of development of gas distribution system of Ukraine is carried out. An analytical review and assessment of issues related to the formation of a modern system of regulatory support for the operation of gas distribution networks. The expediency of creating an up-to-date regulatory framework for natural gas distribution companies is substantiated, which will allow to form effective tools for the reliable functioning of the entire national natural gas market. The characteristic of the European approaches to normative maintenance of gas-distributing branch is carried out. Methodical approaches to the formation of a system of normative support for sustainable operation of low and medium pressure gas networks are given, taking into account the impact of methane leaks on gas networks on the environment. The efficiency of GM operation in the context of analyzing the risks caused by natural gas leaks and their ranking in terms of economic, social and environmental dimensions is analyzed. Methodical approaches to the formation of a system for ensuring the sustainable operation of low and medium pressure gas networks are given, taking into account the impact of methane leaks in gas networks on the environment. The optimization model of introduction of the actualized standard documents on operation and service of gas networks and mathematical representation of process of adaptation of introduction of normative documents on technical diagnostics and control is developed. To solve the problem of optimizing the process of developing standards, the standard provisions of the theory of games with nature through the construction of appropriate matrices and the choice of optimal strategies were applied. A database of normative documents for the gas distribution company operator was developed.
