Fodchuk A. Administrative and Legal Framework for Protection of Persons Assisting Against Corruption

The thesis presents a theoretical generalization and a new solution to the scientific problem of developing the administrative and legal framework for the protection of whistle-blowers, as well as of formulating sound theoretical conclusions, generalizations and proposals for improving national legislation and its application in this field and bringing them into line with international standards. The role of the concept of corruption whistle-blowers in preventive anti-corruption mechanisms has been highlighted. The advantages that characterize the nature and public purpose of the concept are revealed, as well as it is proved that its proper functioning enables to considerably decrease the latency of corruption offences; to significantly reduce corruption in all sectors of public life; to obtain objective information on the level of corruption in key sectors of public life; to objectively assess the effectiveness of anti-corruption bodies; to implement the basic principles of public administration, such as transparency and openness. Factors that reduce the role of whistle-blowers in the anti-corruption institutional and legal mechanism are analysed.
