Essay

The dissertation is the first research in Ukraine, which provides a comprehensive criminological characteristic of drug victimhood; the structure of international drug-related criminality has been determined; the behavior mechanism of drug addicts has been investigated and victimological modeling of drug-related criminality has been carried out, as a result of which a victimological model of counteracting drug-related criminality in Ukraine has been developed, as well as the offers and recommendations on the improvement of provisions of the Ukrainian anti-drug legislation have been scientifically substantiated. The First Section clarifies the phenomenon of drug victimhood as an object of the criminological modeling. It has been found that drug victimhood in a broad sense is the ability of a person to become a victim of criminal offences in the field of distribution of narcotic drugs, psychotropic substances, their analogues and precursors. This interpretation of drug victimhood is underpinned by the liberal-humanistic paradigm and focus on the unconditional benefit of the human person, and state priority of protecting his honor, dignity, life and health. It is proved that the narrow understanding of drug victimhood is represented by the criminal perception of the victim of a criminal offence, which, in the context of the category of crimes being studied, does not fully meet the breadth of their socially destructive effects and demands for the comprehensive opposition to their reproduction. The manifestations of drug victimhood have been analyzed, and the essential-role characteristic of victims in the genesis of drug-related criminality has been given, as well as the types of consequences of drug victimhood have been defined and described.
