Essay

The dissertation on competition of a scientific degree of the doctor of philosophy on a specialty 081 – the Law. – National University «Odessa Law Academy», Odessa, 2021. The research has proved that since the 18th century the number of employees of the state apparatus in the Russian Empire and their role in the public relations regulation increased. This caused a statutory definition of their legal status. One of the urgent tasks at that stage was to frame laws that would specify public officials` legal responsibility for offenses, especially within the scope of their direct activities. As a result of active law-making of the Directing Senate, several dozen acts were adopted in the Russian legislation during the 18th – 19th centuries. The acts affected different aspects of the legal regulation of public officials` disciplinary responsibility. Having embodied the basis of disciplinary responsibility, the acts had a serious gap due to their unstructured character. The acts often duplicated or contradicted each other, and did not provide a systematic approach to the institution of disciplinary responsibility, resolving local separate problems by applying quite different approaches and principles.
