In the thesis, poverty and poverty are seen as non-financial social risks, which are offset by the budgets of different levels, which are accumulated by the financial burden on all members of society by distributing funds through budgets. The author states that poverty and poverty are generally regarded as phenomena that include a lack of income for the population, lack of necessities or deprivation. However, poverty is a complex, multidimensional and multidimensional phenomenon, which is not only limited to economic deprivation but also to social, cultural and political deprivation. The phenomenon of poverty is not quantifiable because it involves, in essence, non-computational elements such as discrimination, social exclusion or deprivation of human dignity. The poor population is subjected to discrimination, political harassment, prejudice or ill- treatment by public authorities, harassment, insecurity.
