The dissertation provides theoretical generalization and a new solution to a scientific task, which is to determine the essence and features of the national police authorities of administrative and preventive police measures. The place of police measures in the system of realization of tasks and functions of the police are established, it emphasized that these measures are of paramount importance for the execution of the authorities of Ukraine of such functions as: service; prevention; administrative (provision of public order and public security, the use of compulsory measures, implementation of registration and leisure activities), security.
