Essay

The thesis is devoted to complex research, deepening of theoretical bases, expansion of methodical tools and formation of organizational provisions, that are concerning financial maintenance of development of the enterprises of public transport. The thesis formulates conclusions and recommendations aimed at improving the components of the financial support mechanism as a tool for the effective functioning of public transport enterprises. Based on the analysis of the current state of the transport industry, a descriptive model of the regional transport system is proposed as a set of subjective component (local authorities endowed with their own and delegated powers) and object component (transport enterprises, transport infrastructure, types of vehicles differentiated by mode of transport) level of control, form of ownership, location). This allowed us to identify the prerequisites for the development: 1) spatial mobility; 2) integrated urban development; 3) proper financing of the industry; 4) effective regional policy, positive dynamics of renewal of vehicles and infrastructure; 5) identify the need for adequate financial support. The thesis improves scientific approaches to financial support of economic entities (methodological, process, resource, etc.), which provided an opportunity to justify and identify the basis of a systematic approach as a system of financial relations between entities aimed at accumulating financial resources through structuring financial mechanism based on state-defined regulatory models. All of the above-mentioned made it possible to identify liberal, paternalistic and combined models of financial support for public transport entities, differentiated by the subject of financing, implementation mechanisms, methods of regulation, and to justify the need to implement a combined model characterized by diversification of funding sources, PPP tools, mixed control by public and private institutions, which will contribute to the modernization of regional transport infrastructure and the efficiency of public transport.
