The scientific novelty of the results is to reveal the essence of the state budget as an instrument of economic development, which is a combination of components of adaptive budget architecture of the revenue side of the budget, tax burden, expenditure part of the budget, budget deficit, taking into account cyclical economy. growth, the level of balance of the budget system, to strengthen the relationship between the main functions, tasks of the main managers of budget funds and priorities for society. Approaches to budget planning have been improved, which provide for the development of the basic principles of the program-target method of state budget planning to ensure the implementation of the established goals of socio-economic development of the country; provisions on the formation of the state budget, strengthening the effectiveness of budget regulation mechanisms in accordance with the main objectives of social development; approaches to long-term forecasting and planning of the revenue side of the state budget, which are based on trends in key financial and economic indicators, the share of state budget revenues in gross domestic product. The following were further developed: provisions on long-term forecasting and planning of state budget expenditures, which will provide an opportunity to strengthen the effectiveness of the budgetary mechanism of economic development; generalization and systematization of the experience of budget policy implementation in countries with developed and transformational economies, which will provide an opportunity to increase the quality of budgetary impact on economic growth; approaches to budget planning for the medium term, taking into account the dynamics of macroeconomic indicators, functions and tasks of the main managers of budget funds, budget stability, which will enhance the efficiency of the budget system, efficiency and transparency of the budget process.
