Essay

The dissertation is devoted to the development of theoretical and methodological principles and the development of practical recommendations for ensuring the effectiveness of financing higher education in Ukraine in the context of globalization. It has been proved that effective financing presupposes a high return on investment in the higher education system, harmonization of the interests of the state, business entities, and individuals and manifests itself in improving the quality of educational services for consumers, in better working conditions and adequate income for workers in higher education. The author's approach to the definition of the concept of "efficiency of higher education financing" is proposed. The role of the state financial policy in the development of higher education funding mechanisms is outlined. The most significant manifestations of globalization and current global trends that affect higher education financing processes in countries with developed and transformational economies are summarized. The general patterns of higher education funding in foreign countries, the experience of expanding sources of funding, their effective use and granting autonomy to universities have been determined. It is revealed that the development of higher education in Ukraine has a number of systemic shortcomings, which are determined by disparities in the dynamics of its individual components, in particular between: demographic trends and the number of applicants for higher education; between the number of applicants for higher education and the number of educational institutions; development of higher and pre-higher education (which determined the mismatch of quality, structure and volume of educational services to public expectations and needs / demands of the economy). It is shown that the existing disparities slow down the reform of the higher education system in Ukraine and hinder the improvement of the efficiency of its functioning in comparison with the world practice.
