The thesis highlights important scientific objectives regarding the deepening the theoretical and methodological foundations, improving methodological approaches and developing practical recommendations for maintaining the liquidity of commercial banks (CB) in ensuring their financial security (FS). Impact of liquidity of commercial banks on financial security are determined. Definition of «liquidity of commercial bank» was further developed. Liquidity classification are improved. The relationship and interdependence of insufficient (negative) / excess / unbalanced liquidity / loss of income, and other risks, including the risk  of bilateral partnerships are revealed. Definition of financial security of commercial bank is enhanced through interpretation as a subject to management, related to the financial situation of the bank, management impacts on banking operations, sales of banking products and banking services, as well as protection of property rights of owners, shareholders, top management, bank staff, customers / counterparties. For the first time, the significance was determined and substantiated, liquidity security was singled out among the structural elements of the FSCB, which should be understood as such a state of liquidity of the CB, which is characterized by its sufficiency, balance and stability. It was further developed to clarify the place and role of liquidity of the CB in providing their FS and its individual varieties in view of the consideration of liquidity, as: different from the liquidity of other economic entities of the phenomenon; one of the main goals, conditions and qualitative characteristics of the CB; ability to attract additional liquid funds in financial markets; factor in the functioning of the BS and the monetary system in general; a means of meeting customer demand for credit resources and cash demand of customers, as well as the requirements of depositors in the case of timely and early withdrawal of deposits; saving funds through break-even sales of assets and limiting the value of borrowed resources; optimization of the total CB profit; fuse of outflow of clients' funds from the CB, sale of assets and attraction of resources at unfavorable prices; restrictions (in case of excessive level) of banking activity; deficit (at insufficient level) of free resources, inability of the CB to provide loans in the required amount and to provide service to customer payments issued by its securities, to be responsible for future obligations; increasing risks of loss of CB solvency; a precondition for potential bankruptcy of the CB; instrument of securitization and reduction of banking risks. It makes be possible to increase the role of liquidity in providing the FSCB. A comprehensive assessment of compliance of Ukrainian CB liquidity for providing their FS was done. The subsystems of the liquidity management system in providing FS of local CB are characterized, the state of such management is assessed, domestic and foreign practice in this area has been compared, problems, shortcomings and unresolved issues in domestic practice are revealed. The state of liquidity of Ukrainian CB, tendencies of change of this indicator is comprehensively analyzed. The influence of liquidity of local CB on their FS has been clarified. It is proved that the organization of liquidity management in local CB helps to increase the role of liquidity in providing FSCB, definition of risk measurement indicators, methods and quality of risk management related to the formation and use of liquidity, management structure and nature of risk management, components of liquidity management, sources of funding in risk management, patterns and specific features in this area. The main directions of achieving the optimal level of liquidity of CB in providing their FS are determined. It is substantiated that in order to achieve the optimal level of liquidity of CB in providing their FS it is necessary to take a set of measures in terms of: scientific, regulatory, methodological, organizational, managerial, information-analytical, personnel, financial support, as well as accounting, reporting, auditing and consulting. It is emphasized that in order to increase the role of liquidity of banking institutions in providing FSCB of the NBU, IABU, AUB with the involvement of leading scientists and experts, it is necessary to develop a comprehensive program to provide Ukrainian FSCB. The components of this program are presented. The liquidity assessment of CB for providing the FSCB is improved. The author’s scheme of liquidity assessment is given, the indicators of liquidity assessment and providing liquidity security of CB are determined.
