The relevance of the dissertation is defined by the fact that in modern conditions in Ukraine, the financial potential of higher education institutions (HEIs) and its effective use are the prerequisites for the development of the domestic system of higher education and the improvement of its quality which are fundamentally important at a time of intensification of transformation processes and the emergence of global challenges and threats, in particular, russian military aggression. In this regard, ensuring sustainable financial potential as a factor influencing effective performance of functions and tasks of a higher education institution, increasing economic security and sustainable development of the country, are currently one of the priority goals of management both at the level of a higher education institution and the state in general. As a result of the scientific research, the author's definition of the financial potential of a higher education institution is proposed and defined as a set of financial resources formed from the activation of its relations with other subjects of the economy, and the ability to mobilize them, the volumes and effective use of which make it possible to achieve the goals of sustainable development in the educational, scientific, innovative and other types of activities. A model for the formation of the financial potential of higher education institutions has been developed, which integrates its goals (aimed at the implementation of certain types of activities) and financial resources (as a basis for achieving operational and strategic development guidelines). To optimize the management decision-making process, it is recommended to use the budgeting system, which consists of five consecutive stages, including: the preparatory stage of budget formation, development of its project, consideration and approval, execution, analysis and adjustment. Based on the identified problems of financing national higher education system and the calculated forecast values of its development indicators, taking into account the patterns that have developed in previous periods, strategic guidelines for the expansion and diversification of sources of financial support of the national higher education system have been defined and substantiated. Conceptual provisions regarding the diagnosis of the financial potential of a HEI, as well as scientific and analytical tools for its evaluation in terms of identifying indicators in the process of formation and implementation of the development strategy of a HEI have been formulated. It is verified that the formation of a modern strategy for the development of higher education at the level of the state and every higher education institution is a priority task of the governing bodies. Step-by-step implementation, achievement of goals, objectives and tasks, monitoring and evaluation of implementation are prerequisites for effective management of higher education institutions in the country. A system of indicators of the effectiveness of the formation of financial potential is proposed according to: types of activities of higher education institutions (educational, scientific, marketing and organizational and economic), interested (involved) parties (students of higher education institutions, teachers and researchers, applicants, graduates, employers, management of higher education institutions) and performance criteria (effectiveness, productivity, income diversification). The expediency of using an integrated financial efficiency system of higher education institutions of Ukraine which will ensure transparency and openness in conducting all types of their activities, making management decisions, as well as improving information interaction between the main manager of funds, domestic higher education institutions and stakeholders has been reasoned. The main directions of increasing the efficiency of financial resources management, the processes of formation and acceleration of the financial potential of higher education institutions of Ukraine and strengthening their competitiveness have been determined. The obtained theoretical-methodological and scientific-applied research results will contribute to the effective formation and use of the financial potential of domestic higher education institutions, and practical implementation of substantiated proposals will provide an opportunity to increase the level of financial stability and ensure their competitiveness on the global market of educational and scientific services.
