Essay

The dissertation is devoted to a comprehensive study of issues related to the administrative and legal basis of the interaction of the National Police of Ukraine with local executive bodies and local self-government bodies. The current state of scientific development of issues of interaction of the National Police of Ukraine with local executive bodies and local self-government bodies is studied. It is emphasized that in the vast majority of scientific works of scientists on the issues of interaction of the police (prior to that - internal affairs bodies) with local executive bodies and local self-government bodies, they are covered in a fragmentary manner without a comprehensive approach to solving the specified problems. Attention is focused on the fact that there is a rather low number of scientific studies after the full-scale reform of the system of the Ministry of Internal Affairs of Ukraine (as a result of which a new law enforcement body was created - the National Police) devoted directly to the issues of interaction of the bodies and units of the newly created National Police with local executive bodies and local self-government bodies. It is emphasized that almost all the studies that in one way or another touched on this area were conducted before the events of recent years, which significantly affected both the political and socio-economic situation in the state, as well as the activities of all state and non-state institutions, as well as peculiarities of their interaction with each other under these conditions, in particular: the establishment of a state of emergency and quarantine throughout Ukraine in order to prevent the spread of the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus, as well as the introduction of martial law in Ukraine in connection with the large-scale military aggression of the Russian Federation against Ukraine. Moreover, scientific works carried out before the beginning of these events, when covering issues related to the interaction of the bodies we studied, either fragmentarily or did not take into account the peculiarities of such interaction in connection with the conduct of the joint forces operation in the East of Ukraine (before that, the anti-terrorist operations).
