Essay

This dissertation is an independently completed scientific research, as a result of which a specific scientific task of developing scientifically based legal and organizational principles of staffing management in the bodies of the National Police of Ukraine was solved. Research methodology of staffing management in the bodies of the National Police of Ukraine is characterized as a complex of scientifically systematized techniques, with the help of which the subject of research is investigated and disclosed (legal and organizational principles of staffing management in the bodies of the National Police of Ukraine). It allows to generalize and systematize the existing knowledge of the subject of research, as well as to obtain the new one about it: its positive and negative aspects, on the basis of which conclusions regarding improvement of administrative legislation and praxeological principles of its application are formed. It has been proven that potential of administrative staff of the National Police of Ukraine is an integral component of its management system, as it allows to determine the prospects for the formation of a new generation of administrative staffers and contributes to solving the problems of strengthening the staff potential in general, on the basis of which the Concept of staffing policy in the system of the National Police of Ukraine for 2025–2030 was developed and proposed A scientific vision of the priority directions for improving management staffing provision in the bodies of the National Police of Ukraine in the context of adaptation to European models of ensuring internal security is featured. Such as: centralized or continental (Denmark, Ireland, Spain, Norway, Portugal, Sweden, France), decentralized (Czech Republic, Bulgaria, Romania), combined (integrated) (Germany, Netherlands).
