Nedilko Y. Investigation of criminal offenses committed using information computer technologies.

The historical genesis of «Computer Crimes» is investigated and it is established that the first documented case in the world related to the criminal use of a computer can be considered the illegal actions of programmer M. A. Bennett, who changed the software code of the National City Bank of Minneapolis in 1966. One of the first founders of the study of «computer crime» in the world can be considered the American D. B. Parker, who in his book «Crime by Computer» (1976) gives a definition of the concept of «computer abuse» («computer abuse»). One of the first Russian scientists who in 1991 focused his attention on the importance of scientific study of such a criminogenic phenomenon as «computer crimes» can be considered P. D. Bilenchuk. It is proposed to combine the research of Ukrainian forensic scientists concerning problematic issues of investigation of «Computer Crimes» into several groups beyond time limits: 1) research of Ukrainian scientists from the time of the declaration of independence of Ukraine to the beginning of the XXI century (1991–2000); 2) scientific research on the methodology of investigation of «computer crimes» in the period from 2001 to 2014; 3) research conducted in the period from 2014 to the present. It is determined that criminal offenses committed with the use of information computer technologies should be understood as the use of those Information Technologies where there is a combination of software and a selected set of technical means (hardware) for illegal purposes. The concept of «cybercrime» can also be considered synonymous with «criminal offenses committed using information computer technologies».
