The dissertation is the first comprehensive scientific research, devoted to the formation of a new scientifically grounded conception of the realization of the administrative and legal norms through the information and communication technologies, the development of conclusions and proposals, aimed at improving the system of legal and organizational support for the introduction of information and communication technologies in public administration in order to create a theoretical basis of an effective system of e-government in Ukraine.
In the dissertation this is the first time: the conception of the modern electronic governance and its relationship with related conceptions have been characterized on the basis of theoretical developments, legislation and international agreements; the possibilities and the peculiarities have been determined of the use of information and
communication technologies in the realization of the principles of good governance on the example of the Ukrainian legislation and the practice of its implementation; the dynamics has been characterized of implementation of electronic services in Ukraine, as well as at national and local levels, the directions have been outlined of their development; a system of principles has been defined for construction an electronic management system, aimed at eliminating corruption; the international agreements have been systematized in the sphere of e-government and the role has been noted of additional information tools for their formation; the mechanism, subjects and peculiarities of providing administrative services have been determined through the Portal “Diia” and other online and offline services; the possibilities have been singled out of applying open data to a wide range of relations, in particular, in order to combat corruption, and their features have been characterized; the need has been noted for structuring of the administrative services in accordance with the spheres and the forms of realization. During the study of the research subjects, it has been improved: the scientific approaches to the theoretical development of the bases and the procedures of the use of information and communication technologies for the realization of administrative and legal norms; the conception of information support of public administration. It has also been acquired further development: the provisions on the peculiarities of the use of information and communication technologies in public administration; the ideas on the forms and the methods of realization the principle of good governance in public administration; the views on the classification and systematization of legal acts in the sphere of application of information and communication technologies in administrative procedures.
The process of digitalization, which takes place in all public administration bodies in Ukraine, is the basis for internal regulation of public management. The information and communication component provides a higher level of efficiency in public administration mechanisms. With the broad implementation of the conception of e-government, the traditional relations of citizens and government on the principle of ”a man performs the duties to a state” have been replaced with a modern one, based on understanding the serviceability of a state and assisting citizens in the realization of their rights and the assistance in discharge of the duties. The infrastructure of information and communication technologies should be adapted to support various manifestations of e-democracy, in particular electronic elections, e-voting, electronic consultations, etc.
The principles of good governance, originally developed in relation to the local (municipal) level of management, are widely applied and implemented at the national, regional and global levels. The possibilities and the peculiarities have been defined of the use of information and communication technologies in the realization of each of the principles of good governance, the dynamics has been characterized of implementation of electronic services at both national and local levels, the directions have been outlined of their development.
