Guz K. Public administration in the field of medical care and rehabilitation of persons in health care institutions of the Ministry of Internal Affairs of Ukraine

Dissertation for obtaining the degree of Doctor of Philosophy in specialty 081 - Law. – National Academy of Internal Affairs, Kyiv, 2023. The dissertation proposed a definition of the concept of public administration in the field of medical care and rehabilitation of persons in health care institutions of the Ministry of Internal Affairs of Ukraine - this is a set of public legal entities in the field of medical care and rehabilitation in health care institutions of the Ministry of Internal Affairs of Ukraine, which are endowed with public-authority or by the powers delegated to them regarding their implementation, in order to satisfy the public interest of this category of persons with the help of appropriate public administration tools. At the same time, the main features of public administration are defined. It is substantiated that the state policy in the field of medical care and rehabilitation is a purposeful influence of the state (through the use of political, economic, social, organizational and legal instruments) on the subjects of the national health care system in order to preserve public health and the gene pool of the state by providing medical and rehabilitation services. At the same time, the main features of state policy in the field of medical care and rehabilitation of persons in health care institutions of the Ministry of Internal Affairs of Ukraine are highlighted, namely: it is carried out by both state-wide and departmental bodies; the goal is to preserve the health of persons who have the right to receive medical care and rehabilitation in health care institutions of the Ministry of Internal Affairs of Ukraine. It is argued that the mechanism of public administration in the field of medical care and rehabilitation of persons in health care institutions of the Ministry of Internal Affairs of Ukraine is a system of administration tools that ensure the realization of rights to medical care and rehabilitation in health care institutions of the Ministry of Internal Affairs of Ukraine.
