Liulin V. Prevention of criminal offenses at the facilities of the water supply and sewage system of Ukraine

The dissertation is one of the first monographic studies in which ways to prevent criminal offenses in the field of water supply and sewage management are proposed based on a complex criminological characterization and the study of investigative and judicial practice. The work substantiates a number of new conceptual provisions, conclusions and recommendations. The periodization of the development of scientific knowledge on the prevention of criminal offenses in the field of communal services was carried out, with the separation of the "Soviet", "transitional" and "modern" periods. The concept of criminal offenses in the field of water supply and sewage management was provided as illegal socially dangerous acts that: encroach on social relations related to the production, exchange, distribution and consumption of water resources and objects of water use, water supply, drainage; harm communal relations, the basis of which is the legally protected interest of citizens, business entities and the state; are committed by persons who carry out water supply and sewerage activities, included in the system of communal relations, or by other persons who are formally outside the sphere of water supply and sewerage, but are actually able to influence the adoption of management decisions; do not have a violent direction, are committed mainly by theft in violation of the protection of subsoil, waters, seas, intentional destruction or damage of water supply and sewage facilities, and abuse of office, the basis of which is usually a useful purpose.
