Arkhirey M. Improving the e efficiency of occupational safety management in the oil and gas industry based on behavioral safety

The dissertation as the completed scientific work provides the solution of the urgent scientific and applied task, which consists in increasing the efficiency of occupational safety management in the oil and gas industry based on behavioural safety with four-level control over the state of occupational safety, which involves the formation of a hazard base, conducting an occupational safety audit, determining the hazard ratio for assessing the acceptability of occupational risks with appropriate change management. The most important scientific and practical results include: On the basis of the conducted analysis, it was established that in order to achieve a sustainable improvement in the state of industrial safety and industrial hygiene, in accordance with the policy of PJSC "Ukrnafta" in the field of occupational health and safety, the company implemented the best world experience in occupational safety management - the global concept "Vision Zero - zero injuries at work" (developed by the International Social Security Association (ISSA) and launched in September 2017). This is a qualitatively new approach to the organization of the entire labor protection system at the enterprise, and first of all prevention. The basis of the concept is the conscious activity of all participants in the production process, starting from the owner of the enterprise and ending with the employees, with the aim of preventing any accidents at work. However, in the mentioned concept there are no requirements for the behavioural safety of the direct executors of the work, whose actions, in fact, are the source of the absolute majority of unacceptable risks of industrial hazards. The detected shortcoming requires the development of a new approach of behavioural audits based on a comprehensive 10 assessment of professional risks at each workplace, each production unit. In order to solve the task of increasing the efficiency of occupational safety management in the oil and gas industry, a new approach to the management of the occupational safety system is proposed based on behavioural safety monitoring with the assessment of occupational risks using the invented "danger coefficient", which is calculated as the product of the number of non-conformities detected during the audit of one groups on the ratio of the number of employees responsible for organizing and ensuring safe working conditions in the unit to the total number of employees in the same unit. This, in turn, contributes to the urgent and as soon as possible adoption by the work managers of operational decisions to eliminate negative manifestations of the "human factor" in the process of production activity according to the hierarchy of risk control measures.
