The thesis, which is a completed scientific work, presents a solution to an urgent scientific and applied problem of substantiating methods of increasing the effectiveness of the occupational safety management system at forestry enterprises based on a risk-oriented approach, which involves improving the structure of the occupational safety management system, based on the unified Schuhart-Deming cycle and the formation of situational awareness of employees based on the principle: observe - perceive - understand - decide - act.
Based on the analysis, it was established that the EU Framework Strategy requires the EU Member States to consider the issue of health and safety at work (hereinafter - OHS) in the target areas: anticipation and management of changes, improvement of prevention and readiness for future challenges in the EU OHS in such areas as the OSH management system, occupational risks, hazardous substances, diseases, the health care system, gender-based violence and labour inspection. This made it possible, based on the concept of synergy of the key goals-directions of the OHS Framework Strategy, to propose a new model for the sustainable development of forestry enterprises, where there is an interrelationship of three components characteristic of the organization: economic, occupational safety and ecology, where the edge of each circle of safe zones labour and ecologically safe component is the limit of acceptable risk (losses), which is closely related to the area of economic development of the enterprise and at the same time is an influential tool for its profit. This approach requires forming an awareness of one's obligations.
To form a conscious attitude, the safety competencies of employees were revised based on stimulating the development of appropriate mental (psychomotor) processes, which are associated with the instinct of self-preservation involving the formation of appropriate skills to identify potential hazards at the workplace. It is proposed to change the attitude of employees to safety rules during the performance of production activities through the skill of quick identification of hazard, which allows expanding situational awareness of potential hazards of the production process. For this, the Gibbs model is used, which involves solving a number of cascade problems through an algorithm for finding hazards (observe) at the workplace, developing the skill of analysis, processing (perceive), classifying the received information to understand the development of the situation (understand) and developing a decision-making principle (decide) to draw up a plan of action (actions). To ensure mobility (learning at any time; in any place; without separation from the main production activity) and convenience, the «Electronic Teacher» platform has been developed, which knows the answers to frequently asked questions, is able to conduct a conversation, within the educational framework process and ready to help at any time.
