The thesis is devoted to determining the essence and features of the administrative and legal provision of state supervision (control) of safety on public road transport, as well as the development of proposals and recommendations aimed at improving administrative legislation in the field.
It has been proven that the essence of safety on public road transport as an object of supervision (control) can be revealed through the following features: a special purpose and list of tasks facing ensuring safety on public road transport; an inseparable connection with the latest socio-economic, urbanization realities and approaches to understanding transport; focus on the modernization of public transport, development of the street network taking into account the provision of its priorities; adaptation of urban space to the movement of vulnerable road users; focus on positive changes in the environment through the use of environmentally friendly energy resources; formation of a safety culture, as well as leadership in the field of safety; taking into account the interests of national security; focus on conducting educational events on road safety; using the latest tools for processing a large amount of available data with the help of intelligent systems.
It has been established that the key features of state supervision (control) over safety on public road transport are reduced to the following: management processes are the basis of supervision (control); the management process is influenced by technological innovations, a specific digital reality in which social relations function, transform, and evolve; the mechanisms of social perception of state supervision (control) are largely related to the mechanisms of public participation in the exercise of control; moral and ethical leadership is the internal, value basis of the effectiveness of the control and supervisory activity of public administration subjects; modern state supervision (control) involves information channels (messengers, programs, etc.) of anonymous communication with the population and documentation of checks and investigations using digital and interactive mechanisms; its careful planning both at the level of state-wide strategies and at the level of daily work plans acts as a tool for ensuring consistency and accuracy of supervision (control); the emotional and volitional culture of state supervision (control) is a professionally significant quality of public servants.
It has been found that the tasks of state supervision (control) over safety on public road transport include: ensuring optimal management of the state, all units of the management system, and the functioning of these elements in close cooperation and coordination; ensuring effective management of traffic flows; savings of monetary and non-monetary resources and minimization of the negative impact of socio-economic, technical, and environmental factors; ensuring effective use of modern information and communication technologies in transport systems of all levels; creation of a safe, accessible, economical, reliable, and environmentally friendly system of public passenger transport.
It has been noted that the limits of state supervision (control) over the safety of public road transport are expressed in: directions and features of the development of science and technology; restrictions in the field of health care with the spread of epidemics and pandemics; specific restrictions provided by the legal regime of martial law; public opinion, especially disseminated with the help of modern social networks; cultural foundations of society's existence, in particular in administrative culture; weather factors; provisions of domestic legal acts; competences of subjects of supervision (control) over safety on public road transport.
It has been summarised that today there is a need to improve the safety of public road transport in the course of the cooperation of the countries participating in the Eastern Partnership of the European Union, the development of relevant directions of international cooperation, and joint projects, including scientific initiatives and programmes for the establishment of joint studies of transport safety problems and the provision of grants and scholarships to support research projects.
It has been established that currently there is a need in the updated ethical standards of the activities of public servants to provide for the prohibition of violating moral and ethical norms during the implementation of state supervision (control). At the same time, it is important in such a document to detail as much as possible what is included in these moral and ethical norms, what is discipline in public service, what should be the aesthetic culture of a public servant, what professional communication should be based on, and what is categorically unacceptable in such communication.
