Essay

A new solution to the scientific and applied task that is deepening theoretical concepts of economic diplomacy in the context of the formation of a new world order and developing practical recommendations regarding the multi-track development of economic diplomacy in Ukraine was proposed in the thesis. The research object is economic diplomacy in the context of the transformation of the world order. The research subject is theoretical and applied aspects of the development of economic diplomacy of Ukraine in the conditions of the formation of a new world order. It was investigated that at the current stage, the world order is undergoing significant transformations under the influence of many factors. The interdisciplinary nature of the concept of “world order” is substantiated and its interpretation within the framework of positive and normative methodology was improved. The role of economic factors in the formation of the new world order was discussed distinguishing five stages in its formation. The main theoretical concepts of economic diplomacy were analysed. The author’s definition for economic diplomacy, its compositional structure, and main organizational models were provided in the thesis. The conceptual model of the formation of the architecture of multi-track economic diplomacy of Ukraine was substantiated taking into account its role in the matrix of cross-sectoral interactions of the new world order. The Integral Index of Economic Diplomacy was proposed and calculated, countries in the global space were identified according to this index, correlations between its structural elements were established. The main trends of economic diplomacy of Ukraine were determined, and the level of its globalization and openness was assessed. The Integral Index of Economic Diplomacy of Ukraine during the period of 2012–2022 was calculated and its forecast was made. Theoretical and methodological approaches to assessing the impact of systemic determinants on economic diplomacy of the country have gained further development; conceptual approaches to the formation of a new world order under the influence of global megatrends and geopolitical tensions were investigated. The main consequences of the transformation of the world order and their influence on the priorities of economic diplomacy were highlighted. The main challenges for economic diplomacy of Ukraine in the context of the transformation of the world order were analyzed. It has been confirmed that under the conditions of its reconfiguration, economic diplomacy undergoes constant changes, countries periodically change their policies from liberal to protectionist and vice versa. A SWOT analysis of economic diplomacy of Ukraine was conducted. It was proposed to consider the multi-track nature of economic diplomacy of Ukraine in a combination of three components: functional, institutional and spatial. The transition of economic diplomacy from its classical centralized form to the network form was argued. The toolkit of economic diplomacy has been expanded. The main strategic vectors, on which economic diplomacy of Ukraine should focus, have been identified. The main theoretical provisions and applied recommendations were used in the activities of the State Enterprise “General Directorate for the Service of Foreign Representations”; Honorary Consulate of Hungary in Ternopil; the Department of International Economic Cooperation and Investment Projects and the Department of Economic Development and Trade of the Ternopil Regional Military Administration, as well as implemented in the educational process of the West Ukrainian National University.
