Bezdidko N. Organizational and pedagogical foundations of correctional assistance to children with disabilities in rehabilitation centers of Ukraine and Germany

Based on the analysis, systematization and generalization of scientific information, the conceptual terminology of the research was considered, namely: ―correctional assistance‖, ―children with disabilities‖, ―rehabilitation center‖, ―correctional assistance to children with disabilities in the conditions of the rehabilitation center‖. Aspects of consideration of the problem of correctional assistance to children with disabilities in the conditions of rehabilitation centers of Ukraine and Germany are highlighted. It is revealed that the leading areas of research were: consideration of the genesis of special and inclusive education in Ukraine and the world; formation of educational policy in the field of special and inclusive education; peculiarities of providing correctional assistance to children with disabilities in special and general secondary education institutions; forms, methods and innovative technologies of correctional assistance to children with disabilities; development of a network of special education institutions; problems of professional training and professional development of teaching staff and other specialists who ensure provision of complex correctional assistance to children with disabilities. As a result of the analysis of historical and pedagogical literature, we proposed the stages of formation and development of the system of correctional assistance for children with disabilities in Germany: historical (modern times; 18th – mid-19th centuries); professional (from the middle to the end of the 19th century); academic (early 20th century); social and state (20th – 21st centuries). Accordingly, in Ukraine, the development and formation of the system of correctional assistance to children with disabilities took place during the following stages: prehistoric (nineteenth century – 1990); legal (1990–2000); inclusive (2000 – until now). In order to identify normative tasks, normative legal documents were analyzed and characterized, which regulate the system of correctional assistance to children with disabilities in the conditions of rehabilitation centers of Ukraine (Law of Ukraine ―On social work with families, children and youth‖ (2001, 2018), Law of Ukraine ―On social services‖ (2003, 2019), Law of Ukraine ―On the rehabilitation of persons with disabilities in Ukraine‖ (2005, 2018), the concept of reforming the system of social services, which aimed to improve the quality of social services and introduce a system management/regulation mechanisms for responses to the needs of service recipients (2007), Strategies for reforming the social services system with renewed tasks to ensure the availability, quality and efficiency of social services, in particular denationalization and creation of a market for social services (2012)) and Germany (Social Code of Germany (2001), ―Act on equal opportunities for people with disabilities‖ (2001)). Within the scope of defining organizational principles of correctional assistance to children with disabilities in the conditions of rehabilitation centers, the principles of rehabilitation work, models of building social rehabilitation work in the concept of inclusive education and the main directions of providing social support to children with disabilities in Germany are outlined and characterized. Accordingly, in Ukraine, the tasks of rehabilitation centers, methodological and theoretical approaches to the organization of comprehensive rehabilitation measures and the levels of the rehabilitation system for children with disabilities have been revealed. In the context of elucidating the methodological foundations of correctional assistance to children with disabilities in the conditions of rehabilitation centers in Ukraine and Germany, the relevant methods and techniques used in Ukraine and Germany were considered. The main prospects for the development of rehabilitation centers for children with disabilities have been identified.
