Matviichuk A. Legal regulation of nuclear and radiation safety during the operation of nuclear power plants

The dissertation is devoted to a comprehensive study of legal regulation nuclear and radiation safety during the operation of NPPs, including research on radiation protection of the population (in peacetime and wartime), since the safety of NPP operation is of decisive importance in terms of the impact on people and the surrounding natural environment from all spheres of the use of nuclear and radiation tech№logies for peaceful purposes. As a result of research conducted on the legal regulation of nuclear and radiation safety during the operation of nuclear power plants—particularly research on radiation protection for the population in both peacetime and wartime—a number of conclusions were drawn, and proposals were formulated, characterized by elements of scientific №velty. The thesis substantiates the need to focus the efforts of the International Atomic Energy Agency (IAEA) on preventing potential nuclear and radiation emergency situations, rather than investigating their causes and consequences after they occur. The research also demonstrates the need to strengthen the role of the IAEA by transitioning to coercive mechanisms for enforcing decisions regarding participating states, rather than relying solely on recommendations.
