Essay

The dissertation study conducted a deep theoretical analysis, generalized modern scientific approaches, and proposed an author's scientifically substantiated vision of the constitutional and legal principles of ensuring national security. It was established that security as a scientific and philosophical category has an integral nature and combines the ontological dimension (objective state of the world, presence or absence of threats) and the epistemological-axiological dimension (awareness, assessment of threats and values, experience of security). It was emphasized that the modern scientific consensus is that the concept of security is: 1) relative, since the degree of security can be higher or lower, and absolute security is unattainable; 2) dynamic, since it requires constant efforts to maintain; 3) multidimensional, because it covers different spheres of life and levels of organization of society). Different definitions emphasize either the result, or the process, or the subjective aspect - therefore they should be considered as complementary, not mutually exclusive. It was emphasized that improving the system of professional training of military personnel and law enforcement officers is a determining factor in increasing the efficiency of the defense sector and strengthening the national security of Ukraine in the face of modern challenges, in particular the Russian-Ukrainian war, cyber threats, terrorist activity and integration into international security structures. To this end, it is necessary to focus on the following strategic areas: 1) the introduction of modern educational standards that meet international requirements, primarily NATO and EU standards; 2) the formation of subjective competence of military personnel, which includes the development of leadership qualities, strategic thinking, the ability to make responsible decisions, moral and ethical principles and high motivation; 3) strengthening the practical focus of training through regular training, exercises and simulations that are as close as possible to real combat conditions; 4) the introduction of modern technologies into the training process, in particular digital tools, combat simulation, virtual reality, etc.; 5) increasing the level of interagency interaction through the formation of coordination skills and joint actions of various power structures in crisis situations; 6) ensuring a system of continuous training and retraining, which provides for regular advanced training in current military technologies and management strategies; 7) strengthening the psychological training of personnel with an emphasis on the formation of psychological resilience to stressful conditions, maintaining psycho-emotional health and rehabilitation after participation in combat operations; 8) developing civil-military cooperation through the formation of skills for interacting with the population, organizing humanitarian aid, evacuation and restoration of infrastructure facilities in crisis situations. It is determined that ensuring national security is carried out through a complex mechanism that includes the regulatory and institutional components. The regulatory component determines the legal framework within which state bodies operate, strategic planning is carried out and decisions are made in the security sector. The institutional component involves the activities of state authorities, law enforcement agencies, military formations and public institutions involved in the process of ensuring security. It has been established that in order to increase the effectiveness of law enforcement agencies, it is necessary to: 1) improve material and technical support, including modern weapons and technologies; 2) ensure the modernization of the legislative framework in accordance with NATO and EU standards; 3) develop international cooperation in the field of national security; 4) improve the system of professional training of military personnel and law enforcement officers. It has been established that the conceptual meaning of national resilience is that it ensures: 1) the stability of social development through the preservation of the functionality of political, economic and social institutions even under external or internal pressure; 2) the adaptability of public administration systems to modern challenges (hybrid threats, information wars, economic crises and technological changes); 3) the formation of long-term national security strategies based on preventive protection mechanisms, and not only reactive measures in response to crisis situations.
