Essay

This thesis is the first attempt in the Ukrainian historical and law science to purposefully research the institute of Governor power in the second half of the XIX century, using the materials concerning one of the most developed provinces on the territory of Ukraine. An attempt has been made to generalize a great amount of factual and scientific material concerning legal status, trends and peculiarities of activities of Governors as well as to show their relations (first of all legal ones) with higher and other central institutions of state power and their local agents, and with the institutions of elective district council and local government. Practical value of the thesis consists in the generalization of historical experience (both positive and negative) of reforming state control; as a basis for its re-comprehension and use under the conditions of a modern administrative reform.
