The objects of the research: different types of enterprises and villages in western Polessie of Ukraine. Purpose of the research: substantiation of the propositions concerning improvement of social-economic relations in Ukrainian regions with shortage of arable lands Research methods: monographic, abstract-logical, calculation-constructional, statistical groups, questionnaire survey, graphical. Theoretic and practical results: proposals, which are made in this paper, aimed on improvement of social-economic relations and developing of different organizational-legislative forms of farming in regions with shortage of arable land in western Polessie of Ukraine. Their practical implementing will stimulate an effective using of the present economical potential in areas with shortage of arable land with an aim of improving agricultural production, developing of non-agriculture activity, increase in incomes of rural population, developing of social infrastructure in village Research innovations: an essence of social-economic relations in areas with shortage of arable land is substantiated and a term "shortage of arable land" is specified; quantitative and qualitative economical factors, which determine the shortage of arable land, are substantiated; a methodological scheme of determining the territory with shortage of arable land is suggested; conceptual ideas of state policy concerning these regions are substantiated. Degree of the research application: scientific developments are used in the practical activity of the Ministry of Agrarian Policy of Ukraine.Efficiency: efficient use of the present economical potential in region with shortage of arable land with an aim of improving agricultural production and alignment of levels of social-economic development between regions of Ukraine. The field and branch of utilization: Ministry of AgroIndustrial Complex of Ukraine and for the distribution of new kinds of activity in rural area.
