The thesis is devoted to the roblem of a legal status of citiztns in a sphere of executive power. Such notions like administrative and legal status of citizens, administrative law subjects, guarantees of the administrative and legal status of citizens are defined in this paper. The complex of theoretical and practical questions connected with the realization of rights of citizens, freedoms and responsibilites defined by the norms of the administrative law, their guarantees is considered. This thesis is explored the problem of interrelations between the bodies of executive power with citizens, defined and analysed the role of bodies of executive power in a formation of a legal status of citizens. The content of rights, freedoms and responsibilities in a sphere of admministrative government is considered in accordance with the law currently in force, the ways of improving of legal norms, which maintaince them. The great attention is payed to the piculiarities of the legal status of citizens while takin g the measure of administrative comulsion and in particular, administrative and legal status, bodies of executive power and their officials for the violation of the rights of citizens, foundation of the institute of administrative justice. The author researches the picularities of administrative and legal status of foreigners and persons without citizenship in Ukraine, problems of migration, expulsion of the delinguent abroad. The scientific conclusions and sujections are formulated, directed to improve the actions of bodies of the state government in a sphere of ensuring rights and freedoms of citizens.
