In the thesis, the concepts of the completeness and sufficiency of radiation monitoring are introduced, and methods for determination of quantitative criteria of completeness and sufficiency are suggested. A new method for optimal siting of radiation monitoring stations around a nuclear power plant is presented together with a number of model calculations performed radiation monitoring and base task of "cost-benefit" analysis in frameworks of risk-oriented approach are mathematically formulated.
