The research considers diversity and complexity of approach to the treatment of 'local self-government' concept. The main focus is made on the political aspect of the concept and the expediency of its interpretation through the category of 'intensity' is substantiated. The impact of the two main paradigms of local self-government on the practice of state construction is considered. The necessity of institualisation process for democratic society development is founded.
