Dolzhenko O. Hybrid warfare as an innovative phenomenon of modern politics: the Ukrainian dimension

The dissertation explores theoretical and practical issues of hybrid warfare. New theoretical positions are formulated, and the content of certain concepts and terms relevant to scientific research, educational processes, and the improvement of forms and methods of conducting hybrid warfare, as well as countering military aggression from the Russian Federation, is clarified. The international scientific discourse on the definition of "hybrid warfare" is examined, and an author's understanding and interpretation of this term are proposed, taking into account its political-legal aspects of genesis. The essence of the concept of "hybrid warfare" is disclosed as a type of armed conflict that includes political, ideological, economic, informational, and military components necessary for achieving the set goal through establishing control over a certain territory or social group. The analysis of historical stages of the development of the phenomenon of "hybrid warfare" reveals the reasons for its actualization, concluding that this phenomenon manifests itself as one of the regularities of human civilization development. Preventive measures to avoid hybrid warfare on the territory of Ukraine are identified, and methods of counterterrorism policy are proposed. Counterterrorism policy, as a means of conflict resolution in the conditions of hybrid warfare, should involve several purposeful actions for its regulation. The main positions of the dissertation generalize empirical data on the current state of socio-political processes in the country, expand the boundaries of political science discourse on the features and processes of hybrid warfare, and identify the main political and legal factors influencing it. Practical significance is driven by the need to find ways to protect Ukrainian society from aggressive actions by Russia, liberate the occupied territories of the state, and establish peace in the country. The conclusions of the dissertation can be used by government bodies, political leaders, political technologists, civil organizations, and the media in their practical activities, particularly to actively counter negative ideological, economic, and informational influences. The results can also contribute to the preparation of textbooks, educational and methodological publications for normative and special courses in political science, general political theory, and the history of political thought.
