Essay

The aim of the study is to identify tools for stabilizing territorial and political systems and the specifics of the implementation of territorial policy in the EU. The object of the study is the territorial policy of states in terms of constructing a space of political cooperation in the EU. The theoretical and methodological basis of the study are systemic and structural-institutional approaches. Methods of social constructivism, activity-geospatial approach, actor-network theory, analysis of heterogeneity and functional roles. The scientific novelty of the obtained results lies in a comprehensive study of instruments for stabilizing territorial and political systems and the specifics of the implementation of territorial policy in the EU. It has been established for the first time that the stabilization of the EU's territorial and political system takes place in the format of spatial construction. EU territorial policy is presented in the process of transformation from reactive stabilization of territorial and political systems to strategic planning of spatial development. Within the methodology of social constructivism, the European political space has been studied as a result of the "battle of cognitive maps" of the bearers of the idea of ​​unity as the idea of ​​stabilization, social, economic and territorial "cohesion"; the region is presented as a modular unit of spatial interaction in the context of the transformation of territorial and political relations in the EU. The spatial planning strategy aims to recognize a multimodal set of network systems and polymorphic territorial units, where the region demonstrates the qualities of both systems as a typical heterotopia. Increasing the competitiveness of regions, their economic and political subjectivity should be seen as a result of deregulation, redistribution of powers in complex systems. The results of the study are useful for the development of special courses in political science, regional studies, international relations, public administration, in writing textbooks, articles and analytical reports. related to the development of political space, and to implement the practices of political interaction in complex territorial and political systems.
