The mathematical solution is obtained using a matrix of the basic index of ecological hazard to predict the scope of environmental pollution in case of failures of oil pipelines. When designing pipe lines the methodological principles of a quantitative estimation of risk rate are developed. The concept of enhancing the technological design of pipeline transportation of oil and gas and power saving is corrected.
