Organizational and legal principles of Russian Empire Universities' functioning in the second half of XIX century, based on Kiev, Kharkiv and Novorosijsk Universities' materials are studied in this thesis for the first time in Ukrainian historical and law science. A great volume of historical and legal materials, which show government's policy towards Universities during the second half of XIX century is revealed. Preparation of the main legislative statements of Universities' reforms in 1863 and 1884, functioning of trusteeship power's institute, competence and parts of trustees in educational regions in implementation of University policy, legal aspects of official relationship between governors and governing bodies of Universities, legal guaranteeing of educational and scientific activity of Universities, contribution of Ukrainian Universities into the development of legislative statements of Universities' reforms are also revealed in this work. A great amount of materials is for the first time reve aled and introduced in the scientific turn. Scientific and practical significance of this work is in generalization of historical experience of Universities' reforming and in studying the mechanism how the system of Universities management as centers of science and education is functioning.
