The investigations carried out by the author have shown that the system approach is the methodological basis for decision making in management.The algorithm of constructing the OSM in this thesis project was developed on the basis of system approach. The algorithm is a system, which shows the ways of the OSM formation. The mathematical model of the problem is used for constructing this algorithm. This mathematical model takes into account principals of the OSM construction and some factors, which determine it.
