Essay

Object of study is a large industrial city. Objective of study is development of entrepreneurial model of governing the city that balances the rights and responsibilities of local selfgovernment and coordinates resources and consumption, revenues and expenditures of the city. Methods of research and equpment include methods of a systems approach, construction and analysis of dynamic rows, range correlation, modelling, qualitative and quantitative generalizations;PC . Theoretical and practical results are: elaboration of the concept of efficient systematic administrating the city and its implementation: development of a systems-dynamic model of the city and its administration of the basis of principles of subsidisry concerning relations to the state of private-public partnership concerning relations to entrepreneurial entities; efficient forms of administration of different city compronents, the letters include coordination of incentives and interests. rights and res ponsibilities of administration bodies and management and life-support subjects. The novelty is in substantiation of a systems concept of the city administration represented by composition, structure and organization of " the city-entrepreneur" as a territorial formation which combines local economic, social and political resources into a sigle interconnected complecs; adaptation of administration methodology in large systems to administration of separate components of a large industrial city on the basis of feedback; identifying the contradictions in efficients administrationsof separate components of the principle of subsidiary; proposals on transfers of local services functions to bussines which will create the marcet competitive ness necessary for efficiency growth and will reduce the burden on the local burget;development of the model of the city information system, analytical possibilities of which will allow to coordinate revenues and expenditures of the loc al budget: producing evidence that the efficient principle of governing the city is integration of capabilities of local bodies and organizational-economic potential of private capital ("private-public partnership"). Subject and degree of introduction- the results of the study are used for elaboration of the development strategy in the Program "The Donetsk Region-2010" and for formation of the local budgets 2000, 2001/ Sphere of application covers govermment bodies at different levels and life-support subjects
