Mostovyi V. Public-private partnership in ensuring the development of territorial communities infrastructure

The dissertation reveals the historical and management aspect of development of public-private partnership. The paper observes the genesis of scientific thought on development of public-private partnership in system of public administration in general and its features in the context of local self-government and united territorial communities in particular. The normative and legal fundamentals and principles of realization of public-private partnership in Ukraine are outlined under conditions of decentralization. The foreign experience of regulation of public-private partnership in in ensuring the development of united territorial communities infrastructure and the prospects for its use in Ukraine are determined. The author proposes his own definition for the term «public-private partnership». The organizational mechanism of public-private partnership development in Ukraine is described. Methodological approaches to public-private partnership in development of united territorial communities are analyzed. The fundamentals of management of territorial communities development in Ukraine are highlighted. The factors of interest in public-private partnership of a state, territorial community and business are outlined, as well as its advantages in the context of development of united territorial communities infrastructure. Obstacles to implementation of public-private partnership at local level are identified. The components of compliance of private partners for PPP in the development of local community infrastructure (motivational, competent, authoritative, final) and the criteria for selecting private partners for public-private partnership in the development of local community infrastructure to each of the components. A conceptual model of ensuring the development of united territorial communities infrastructure in the context of public-private partnership is developed and scientifically substantiated. The role of public-private partnership in overcoming a negative environmental impact of industrial enterprises in local communities is considered. Prospects for social, economic and cultural development of united territorial communities infrastructure of Zaporizhia region are determined. It is emphasized that the most important feature of the organization of public-private partnership in ensuring the development of the infrastructure of united territorial communities is the social responsibility of private entrepreneurs who are participants in the public-private partnership. The role of public-private partnership in overcoming the negative environmental impact of industrial enterprises in the united territorial communities of Zaporizhia region is highlighted
