Theoretical analysis and improved and categorical apparatus of the study are carried out. It is noted that the anti-crisis management of the city is a management, in which there is a prediction of the danger of the crisis, an analysis of its symptoms, methods for reducing the negative consequences and the use of its factors for further development. Anti-crisis city management is primarily determined by the human factor. It has been found that the anti-crisis city management has a significant list of problems that can be distinguished to the following main groups: problems of determining and recognizing pre-crisis situations problems related to the spheres of life of the city (in the process of solving these problems formed mission and goals of management, are determined by means and ways of management in a crisis situation), with organizational development and legal and financial and economic support; problems of prediction of crisis, behavior of social systems in a crisis state, problems of finding the necessary information and development of managerial decisions; problems of analysis and evaluation of crisis situations, problems of development of innovation strategies for output from the crisis; Selection and selection of personnel, staff preparation, conflictology, investment of anti-crisis measures, marketing, monitoring, etc. It is determined that the functions of anti-crisis management of the city are activities that reflect the management subject and determine its result, answering the question: what to do in order to effectively manage at the beginning, in the process and when leaving the crisis. Can indicate the following basic functions: pre-crisis management; management in crisis; management of the crisis; stabilization of unstable situations; minimization of losses and skilled opportunities; timely decision-making. The main bases for the city management are the factors of the introduction of anti-crisis controlling in the city management. It is noted that the anti-crisis controlling system provides support to the city management bodies in the process of managing aimed at achieving the set goals; affects the transparency of the results of local authorities, finance, processes and strategies, which contributes to improving efficiency; coordinates individual goals and plans within a single city management system and develops oriented reporting; organizes the activities of the city authorities in such a way that each carrier guarantees the prompt supply of the necessary information; develops and supports the city management system; acts as a factor for adjusting the activities of managers, on the way to achieve the upgrades of city management
