Essay

Based on a comprehensive analysis of the state of scientific and theoretical elaboration of the problem of digital transformation of society in general, and local government in particular, the dissertation for the first time substantiates a set of scientific provisions for adapting foreign experience and best practices of digital technologies in local government. in increasing the effectiveness of the system of local self-government, the expediency of using digital technologies in planning, monitoring and evaluation of the results of local self-government bodies is substantiated. The conceptual and categorical apparatus of the problem area of research has been improved by introducing into scientific circulation the definition of «digital transformation of local governments in Ukraine», which is proposed to be interpreted as the transformation of existing processes and procedures of local governments into digital, based on effective use of modern innovative digital technologies and involvement of citizens in management decisions. The periodization of digital transformation of local governments in Ukraine in the context of reforms has been further developed, namely, the main stages of digital transformation of local governments have been identified: presence, interaction, transaction, transformation, participation, integration, which allowed further substantiation of digital adaptation technologies in the activities of local governments in Ukraine; approaches to the implementation of the Smart City concept, which made it possible to identify the features and prerequisites for the implementation of this concept and its individual elements in small territorial communities of Ukraine, with a population of up to 100 thousand people; approaches to determining the directions and features of adaptation of foreign experience in the use of digital technologies in the activities of local governments in Ukraine, which allowed to offer promising ways to use digital technologies in local government to prevent corruption and ensure transparency, management of urban environment and infrastructure «smart cities». Prospective areas of digital technology use in local self-government and practical recommendations for the use of digital technologies in local self-government are proposed, among them the main ones are: creation of communication channels for communication with local government representatives, which will promote participatory participation; implementation of key principles of functioning of "smart city" with human orientation, ensuring the manufacturability of community infrastructure to create and maintain a comfortable and safe environment, improving the quality of management of available resources and ensuring economic efficiency while maintaining service-oriented management.
