Essay

Object of research - processes of interaction of policy both economics in the state and locale. The purpose of research - mining of gears of implementation of the regional programs on the basis of state socially oriented economic management. Methods of research - logical analysis, system and complex approaches, statistical analysis, grouping, graphic method, method of forecasting, simulation modeling. The practical value of the obtained outcomes - working out the guidelines on management of social and economic and technological development of locale, forecasting of development and investment of priority branches of technological and economic complex, working out informational - administrative technologies of distribution of functions of formation and implementation of development programs between state, regional and local levels of an authority. The scientific novelty of the obtained outcomes consists in the substantiation of necessity both capability of function - economic and information structu ring of state administration by social and economic and technological development. It is uncovered in following new scientific findings of investigation: - differentiation of functions of regional development between state, regional and local levels of management; - formation of the conceptual approaches on creation of overall system of organization of management and implementation of regional technological policy; - working out technique of formation of the concept of the regional program of informatization; - working out the gear of implementation of the regional programs of social and economic and technological development. The outcomes of thesis, conclusions and concrete proposals were partially utilised at working out the conceptual bases of development of Donetsk region till 2010, Program of technological development of locale till 2020 and Program of informatization of Donetsk region, and also Program of social and economic development of Lugansk region on 1999-2010. They used in educational p rocess at reading a course " Fundamentals of business and employment" in the Donbass state academy of construction and architecture. An area of usage - organs of state administration of different levels.
