Bartkiv V. Local State Apparatus of Russian Empire and Rural Reform of 1861 on the Territory of Ukraine (historical and legal research work)

Thesis is devoted to the complex research of legal grounds and local state apparatus of Russian Empire activity organization during preparation and realization of rural reform of 1861 on the territory of Ukraine. Influence of competence specific and organization of local state management bodies on the process of serfdom abolition is analyzed in this work, the main ways and models of their activity, concerning reform embodiment into life are ascertained, interaction of some links of state apparatus is shown, regional peculiarities of its legal employment activity are followed up. Legal grounds of plenipotentiaries formation and activity to realize the reform of state management bodies are analyzed: provincial bodies considering rural cases; peaceful middlemen and district peaceful congress; their role in agrarian sector transformations in the 60-s - the first half of 70-s of the XIX-th century is shown.
