Essay

. Using the analysis and systematical examination of the different sources the candidate has examined for the first time in his monographic research work the most important aspects of Militia activity as it provided in the Constitutional Law, so as constitutional and lawful bases to its reformation. The work reveals such aspects, as: militia - the body of sovereign, democratic, social and lawful state; militia as a subject of providing the constitutional human rights and citizen's; militia regarded within the system of democracy; superiority of the Law, as an outgoing principle of the Militia's organization and activity; characteristics of international agreements, ratified by Verkhovna Rada of Ukraine, so as their attitude to the national legislation (laws); improvement of legal bases of the Militia activity; structural and organizational bases of Militia reformation; improvement of the scientific, material, technical and financial support of the Militia activity.
