The thesis is devoted to the investigation of theoretical bases and development of practical recommendations as to the legislative acts' improvement of Ministry of Interior. The characteristic of Ministry of Interior legislative acts as specific means of legislative influence upon certain branches of social relations has been determined and their legal nature has been cleared out. There also have been disclosed their regulating peculiarities and main functions. Law executive character of Ministry of Interior legislative acts, as acts regulating only certain part of administrative relations - relations of organizational and procedural character, but not material legislation that determines legal status of a subject, legal regime of objects and their rights has been substantiated. Concepts and signs of legitimacy of Ministry of Interior legislative acts, main legitimacy violations and means to provide this legitimacy of Ministry of Interior legislative acts have been determined.
