Blyznyuk A. Strategy of formation the industry processing of waste products in management ecological crisis industrial regions

Object of investigation - regional strategy of waste processing and utilization industry creation in the context of innovation model of economic growth, legal and organizational-economic measures for its development supply in the system of ecological crisis industrial regions management. The purpose of the present work is an elaboration of scientific-methodological fundamentals of regional strategy of creation of regional strategy of waste processing and utilization industry in the context of innovation model of economic growth and organizational-economical devices of its realization as priority trend aimed at increase of ecological crisis industrial regions efficiency management. Methods- statistic and technical-economic analysis, questionnaire investigation and experts' estimations, program-civil, strategic and regional management; economic-mathematics methods of trial-and-error optimization of object function. Qualitative new term in respect of the role of wastes as object of regional innovation activity, wastes processing and utilization industry and regional strategy of its creation inn the context of economical growth innovation model. Scientific-methodological fundamentals of regional strategy of creation of wastes processing and utilization industry and management of ecological crisis industrial regions were elaborated. The proposals on legal, organizational - economical maintenance of measures on formation of the industry of processing and waste utilization are justified. Economic-mathematics model of optimization of wastes utilization and processing management system in the region is designed. The organizational functional structure, stages of creation, fundamentals of priority areas of activity, listing of measures on formation and normative - legal maintenance of operation of a Donetsk technological park " Resource saving, waste processing and utilization " is designed. The scientific - methodical guidelines are lead up to a level of the concrete proposals and implemented on the level of the Supreme Council of Ukraine, Cabinet of Ministers of Ukraine, Ministry of Ecology and natural resources of Ukraine, Ministry of Economics on questions of European integration of Ukraine, Presidium of a National Academy of Sciences of Ukraine and enterprises. Sphere of application - in Bodies of state management with the purpose of usage in the state, regional and city technological and social-economic programs.
